Is it legal to use a manual scooter on a street?
I know that there’s heavy restrictions on who can use motorized scooters since they’re more considered motorcycles, but are manual foot operated scooters legal? (In tucson specifically if anyone knows). It doesn’t really matter since I have to use my scooter to get around but I’m just curious.
Manual as in using your foot as the engine 
When the scooter was made it had to meet the states requirements. If not it could not be sold in that state. As long as it meets the state requirements it is legal to ride.
It matters not if it is a manual shift ot automatic.
